Japón se encuentra en transición. Al parecer, su economía ha superado los desafíos impuestos por las nuevas realidades internacionales, pero la estructura interna de los intereses de la relación entre burócratas, empresarios y políticos entró en una fase de reacomodo que no ha encontrado aún definiciones precisas. El argumento principal del presente trabajo vincula una política financiera contra otra de seguridad nacional en la medida en que el gobierno ejerce su poder sobre el precio de la producción interna, los bienes y servicios y las exportaciones e importaciones, ya que por la vía de los impuestos o por reglamentaciones que optimizan, promueven o protegen la función de los instrumentos financieros y los flujos monetarios útiles para la actividad y evolución de la economía nacional.

Instigante coletânea de ensaios - ora em português, ora em espanhol - sobre a articulação público/privado nos sistemas de saúde da América Latina, elaborados por renomados especialistas do Brasil, Argentina, México, Venezuela e Chile. Este libro reúne cuatro trabajos de don Silvio Zavala, que giran en torno a uno de los temas más controvertidos y particulares de la historia de México: la castellanización de los indígenas, que a su vez, incide en otro tema no menos controvertido, el de las políticas del lenguaje. Con agudeza y meticulosidad, el autor traspasa el tiempo y observa que desde el siglo XVI existe un problema que aún hoy en día no parece encontrar salida coherente para una nación unificada. La unidad, la identidad, la nacionalidad, el plurilingüismo son los finos hilos que se entretejen en una compleja red de posturas contradictorias y oscilantes entre dos polos: el español o lenguas indígenas. Vieja polémica esta que paradójicamente se urde mucho tiempo antes del encuentro de dos lenguas imperiales: el náhuatl y el español; y que después se reproduce en nuevos moldes surgidos de la vecindad del español con el inglés.

Among the multiple repercussions of the Discovery of the West Indies for the world, we will be especially interested here in the way in which it was translated in terms of responsibility for Spain. At a time when we still do not know everything about the real extent of the lands glimpsed by Columbus, the Alexandrian Bulles indeed assign to the Catholic Kings a spiritual mission towards the peoples who are there, while delegating for this purpose to the sovereigns the temporal government of what will soon be perceived as a New World. The forms that this domination takes on the ground, in particular by causing the rapid reduction of the population of the Antilles, raise questions about the Indians and about the right of the Crown to enslave them. The debate on the nature of Indians and their ability to reason takes on its meaning in this context: it is a question of justifying foreign domination by the barbarism attributed to the vanquished, or, conversely, of questioning it by a defense of the rights of the natives. The challenge to the conquest is never on the merits - the Spanish guardianship is unanimously deemed desirable to varying degrees - but on the way of proceeding of the conquistadores and enco-menderos that we now know to be brutal and dangerous.
